Publish a legal document

PUT 
/core/api/v1/app/legal-document/:id/publish

Requires the legal_document.publish permission — separate from write, because drafting a policy and making it binding on users are different authorities. Copies the draft content into the published content and marks the document as PUBLISHED, making it visible to users.
